NEV Plans

A neighborhood electric vehicle (NEV) is a low-speed vehicle capable of a maximum speed of 25 mph and with an unladen weight of 1,800 pounds or less (i.e., not a plugin hybrid, Chevrolet Volt, or Tesla Roadster). NEVs offer an alternative to traditional vehicle trips and can be legally used on roadways with speed limits of 35 mph or less (as detailed in the California Vehicle Code, CVC 2160(a). A comprehensive NEV system may be comprised of off-street and on-street elements.   Special  enabling legislation that facilitates development of a formal NEV plan and implementation strategy has been approved in California (Assembly Bill 2353, Senate Bill 956).
